Like information literacy, I think that a lot of data literacy is context specific, according to the skills that people need to know for their particular job. This makes the specific skills and knowledge quite different. It means knowing about the data that affects THEM, and how to use it to do what THEY need to do.
In my context as a librarian in a university, I am thinking about research students and researchers. One area that stands out to me is Research Data Management planning. Librarians can promote data literacy by providing support and education to researchers as they develop RDM plans.
